The HDCG is a Registered Community Organization (RCO)

 

WHAT IS AN RCO?

RCOs are given notice by City Planning when developments (of a certain size) is planned for their neighborhood. RCOs convene public meetings that developers (people planning the project) “are required to attend and present their proposal at least 30 days prior to the City’s public hearing”. Individual community members and/or organizations are entitled to testify and/or to send letters to the Boards and Commissions regardless of RCO status.”

We believe in our One Hill principles during all development processes!

Developers should begin by reviewing the 2011 greater Hill District master plan to learn more about Hill District residents development goals & community vision

After these materials are received the HDCG will contact you to schedule a presentation date. Any information considered proprietary should not be included in the submitted materials. All materials will be shared with the public and our community members for their feedback

Phase 1. General development considerations

This phase centers on defining the conceptual and schematic form of the project. The introduction should establish the history of the structure (if relevant), the project sponsor’s goals, programming concerns, requirements, functions and services to be performed within the building. Developer should generally describe the potential social and community impact of the proposed project for community residents, business and organizations. 

IN YOUR INQUIRY, PLEASE INCLUDE THE FOLLOWING:

• Name, title and affiliation of individual who will be presenting the project

• A succinct description of the design concept or philosophy for the overall project including the landscape design.

• Site location & project’s relationship to the site and surrounding community

• Form, appearance, & character in relationship to the physical environment

• General materials of construction

• A succinct description of how the design concept and overall project meets the guidance of the Master Plan requirements

Phase 2. Community imput and vote (Public Meeting)

At this phase the community members review the project in more detail in regard to potential community benefits. Presenters must bring  handout material for community members (at least 25 paper copies or an electronic equivalent (PowerPoint slides, Prezi, etc.) of an informational package describing the proposed project including:

• Photographs of the actual building site and the immediate surrounding area

• Schematic design drawings (plans, sections, elevations, perspectives)

• Site plans should include schematic landscape strategy

• Plan for community presentations: schedule of meetings, number of participants, etc.

The developer should provide a detailed review of potential benefits to community residents businesses and organizations. Specific points to be addresses include potential:

1. Economic Benefits/Fiscal Benefits

2. Employment Benefits

3. Housing Benefits

4. Community Services Benefits

5. Smart Growth and Environmental Health Benefits

6. Historical, Cultural and/or Artistic Benefits
