The Development Project Review Process

Section 1. General Concept Review

This phase centers on defining the conceptual and schematic form of the project. The

introduction should establish the history of the structure (if relevant), the project

sponsor’s goals, programming concerns, requirements, functions and services to be

performed within the building. Developer should generally describe the potential social

and community impact of the proposed project for community residents, business and

organizations. General concepts and final plans will be evaluated on the basis of the development rubric attached.


Section 2. Design/Community Impact Review

At this phase the committee reviews the project in more detail prior to applicant’s

commencing with contract documents. This phase is intended to review the progress of

the design and to provide a detailed review of potential benefits to community residents

businesses and organizations. Specific points to be addresses include (See CEBA

Attachment for further detail):

1. Economic Benefits/Fiscal Benefits

2. Employment Benefits

3. Housing Benefits

4. Community Services Benefits

5. Smart Growth and Environmental Health Benefits

6. Historical, Cultural and/or Artistic Benefits


Review Initiation Process

A request for review should be e-mailed to and include:

• Name, title and affiliation of individual who will be presenting the project

• A succinct description of the design concept or philosophy for the overall project

including the landscape design.

• Site location & project’s relationship to the site and surrounding community

• Form, appearance, & character in relationship to the physical environment

• General materials of construction

• A succinct description of the design concept or philosophy for the overall project

including the landscape design.

The developer will be contacted to schedule a presentation date.


Formal Presentation

Presenters must bring 30 copies of an informational package and/or supply a link to an on-line document that includes:

• Photographs of the actual building site and the immediate surrounding area

• General schematic design drawings and landscape.
